SHAKER HEIGHTS, Ohio -- In seeking a court injunction against the removal of an historic dam, the Friends of Horseshoe Lake (FOHSL) also question the reasoning behind a $14 million alternative to replace the dam with a restored stream and floodplain in the upper Doan Brook watershed. And now they've enlisted four residents in Cleveland Heights and three in Shaker Heights to join them in separate 'taxpayer's action' lawsuits filed last week in Cuyahoga County Common Pleas Court. The plaintiffs want the court to uphold the terms of the leases on the parkland owned by the City of Cleveland requiring Shaker and Cleveland Heights to maintain and repair the dam -- built in 1852 to power a woolen mill -- as well as dredge the lake.
